The Rosenthal Care Group was established around a vision that extends beyond operating individual businesses. We want to develop a connected organization that addresses the needs of families, caregivers, residential care operators, and aspiring entrepreneurs.
When my husband, Kelvin Justo Garcia, and I began developing our business plans, we recognized something important about the residential care industry.
Families searching for care frequently face overwhelming decisions. Care home owners must navigate licensing, financial responsibilities, staffing, marketing, and complex operational requirements.
Meanwhile, aspiring entrepreneurs often enter the industry with significant enthusiasm but limited practical knowledge of the responsibilities involved.
These challenges are interconnected. We believe that the businesses addressing them can be connected as well.
That belief continues to shape The Rosenthal Care Group, our parent organization and the foundation for our developing family of businesses.
From Business Experience to Building Our Own Organization
My professional journey began in 2009, working in the call center industry in the Philippines.
After immigrating to California in 2013, I continued developing my career in customer service, mortgage lending, business operations, and business analysis.
Over the years, I gained experience analyzing business performance, evaluating productivity, developing staffing models, forecasting operational demand, monitoring customer experience, and identifying opportunities for business improvement.
Those experiences influence how I approach entrepreneurship.
I believe that an organization's ability to grow depends on understanding its operations, developing effective systems, maintaining financial discipline, and remaining accountable to the people it serves.
Kelvin established Rosenthal Community Care Services in August 2024.
In January 2025, we purchased our home with plans to convert it into a Residential Care Facility for the Elderly.
In June 2026, I joined Rosenthal Community Care Services as Chief Executive Officer. We submitted our RCFE licensing application in July 2026.
We also established Rosenthal Adult & Senior Care Connections in August 2026, creating another opportunity to support families navigating important care decisions.
Each business addresses a different need. Together, they form the foundation of our broader organizational vision.

Our consulting and professional services company supports current and aspiring California residential care operators.
Services include business consulting, licensing preparation, operational assessments, educational resources, caregiver education, and specialized administrative support.
RCCS also offers government-funded claims recovery and administrative appeals services to eligible California care providers.

Our journey begins in Hesperia, California, where our residential care project is located.
We are focused on strengthening our presence throughout Hesperia, Victorville, Apple Valley, Oak Hills, Adelanto, Barstow, and surrounding High Desert communities.
Our initial priorities include developing local relationships, expanding awareness of our services, supporting families, and helping current and aspiring care business owners.
The Inland Empire
Our next geographic priority is the Inland Empire, including communities throughout San Bernardino and Riverside counties.
Areas of focus include San Bernardino, Highland, Redlands, Loma Linda, Rialto, Fontana, Rancho Cucamonga, Ontario, Chino, Riverside, and neighboring communities.
As our organization develops, we intend to strengthen our professional network and evaluate opportunities to expand care placement, consulting, education, and residential care-related operations.
Southern California
Building upon our Inland Empire foundation, our longer-term direction includes expanding appropriate services throughout Southern California.
Potential markets include Los Angeles, Orange County, San Diego, and surrounding Southern California communities.
We anticipate that our business lines will expand at different rates according to operational readiness, market demand, applicable regulations, and local partnerships.
Central California
As our presence develops throughout Southern California, we intend to evaluate opportunities in Central California.
Bakersfield and Kern County represent an important consideration in this future stage of development.
Additional communities may include Visalia, Fresno, and surrounding Central California markets.
We recognize that sustainable expansion requires understanding the needs and conditions of each community before committing resources.
Serving Communities Throughout California
Our broader ambition is to establish the organizational capabilities necessary to support families and care professionals in communities throughout California.
This includes evaluating opportunities across additional Central and Northern California communities as our infrastructure, resources, and partnerships develop.
Some services, particularly consulting and administrative support, can serve a broader geographic audience without requiring a physical location in every community.
Other services, including direct residential care, require dedicated local resources and regulatory approvals.
Our approach will reflect these differences as we develop our long-term growth strategy.

Why Rosenthal Is Personal to Me
Behind our organizational vision is a name that carries a deeply personal meaning.
I have always been a spiritual person.
During a guided meditation intended to discover the name of my guardian angel, I saw the word "Rosenthal" written on a book.
That experience stayed with me, and the name eventually became connected to our entrepreneurial journey.
When I think about what we are trying to build, I want Rosenthal to represent more than a collection of company names.
I want the people who encounter our businesses to experience professionalism, genuine care, and a willingness to help them navigate difficult decisions.
Our organization may grow, our operations may change, and our geographic presence may expand.
But the meaning behind our name will remain part of our story.

Marky Ramone Richmond Pascua
Founder & Chief Executive OfficerAlso known professionally as Marky Pascua, Marky leads the group's strategic direction, business development, and long-term organizational vision.
His professional experience includes customer service, mortgage lending, business analysis, business execution, staffing evaluation, productivity analysis, operational strategy, and customer experience improvement.
He applies this background to developing TRCG's interconnected business model and long-term California growth strategy.
Kelvin Justo Garcia
Chief Operating OfficerKelvin founded Rosenthal Community Care Services in 2024 and is actively involved in the operational development of the group's businesses.
Together, Marky and Kelvin combine their entrepreneurial interests, professional experiences, and shared commitment to developing a sustainable care-focused organization.
